The city wished to create the IAC/GMA
parks element to determine the impact increasing population growth within the
urban growth area and surrounding region would have on
city staff, facility, maintenance, and funding requirements.
We
inventoried programs, facilities, and properties provided by the city, county,
school districts, non-profit, and for profit organizations. We projected
population change and the impact future population levels and characteristics
would have on present and future levels-of-service (LOS) including the
possibility of joint venture program and project opportunities. Our process
projected the staff, program, and facility requirements necessary to sustain the
proposed LOS through the next 6-20 year programming periods including various
revenue enhancement strategies. Finally, we conducted a mail-out/phone-back
survey of registered voters in the city to determine final project proposals and
financing preferences particularly concerning impact fees, general obligation
bonds, and a possible property tax levy adjustment.
The
Department used our resulting strategies to update an impact fee ordinance for
new developments within the city and surrounding urban growth area, and to
initiate the acquisition and restoration of the historic Old Tumwater Brewery on
the Deschutes River.
