We
updated the comprehensive parks, recreation, and open space plan for the Moses
Lake Parks & Recreation Department. The city wished to create the IAC/GMA
parks element to determine the impact increasing population growth within the
urban growth area and tourist demands from the surrounding region would have on
city staff, facility, maintenance, and funding requirements.
We projected population change and the impact future population levels and
tourist characteristics would have on present and future levels-of-service
(LOS). Finally, we conducted a telephone survey of registered voters in the city
to determine final project proposals and financing preferences particularly
concerning impact fees, general obligation bonds, and a possible property tax
levy adjustment.
One
of the major features of our final plan was the development and designation of
an extensive water trail linking the city, county, and private operator
waterfront sites and facilities into a cohesive and extended system. The plan
