The state funded this design/build competition to acquire a performance oriented office building at the most efficient design and price delivery. We developed competitive performance specifications for the competition that included detailed department adjacencies, particularly for affected public services and clients, loading dock and delivery requirements, and central agency training, auditorium, and cafeteria needs.

Our design criteria and jury judging process also evaluated competitive design submissions based on their ability to meet short and long range program and building expansion needs and flexibilities.
