Our planning process inventoried existing on and off-road trail systems, recreational and commuting trail demand and needs analysis, existing and proposed level-of-service (ELOS/PLOS) standards, design standards, trail development concept plans, project lists and cost estimates, financing strategies, and approval documents for a countywide non-motorized walk, hike, bike, horse, and water trails development program.
We conducted an extensive series of public participatory workshops and forums,
in each jurisdiction and island area, and a telephone survey of 200 county households to
determine final plan priorities and financing preferences.
