Our scope included comprehensive facility inventories, sensitive area identifications, detailed facility assessments, computerized demand/supply analysis, site development plans, strategic property acquisitions, development project cost estimates, financing strategies, impact mitigation methodologies and capital improvement programs. The process involved public forums, intercept surveys of park users, and a telephone survey of registered voters to determine final issues and project priorities.
Under the resulting plan, Centralia entered into joint venture
development opportunities with the Washington State Departments of
Wildlife, Ecology, and Transportation to restore water qualities and protect
sensitive areas. The joint venture projects also created and
added to Centralia's extensive system of regional bicycle touring and local
access trails.
