We
analyzed staffing trends, building conditions, existing property capacity, and
alternative site development concepts to house a headquarters fire station,
water treatment plant and laboratory, water and sewer district operations yard,
and neighborhood park on an 18.9 acre property in central
The
Federal Way Parks Department, Sewer & Water District, and Federal Way Fire
District jointly owned and participated in the master planning process. All 3
parties jointly commissioned this project in order to determine each agency's
functional requirements and whether the site could be developed in a fashion
that would satisfy each agency's needs as well as meet adjacent resident
concerns.
We
created alternative development concepts that maximized the use of the site for
each type of use in order to determine an optimum plan of interest to all 3
parties. We also conducted public workshops and surveys with adjacent residents
to determine their concerns and preferences with various options.
Our
final preferred concept developed a neighborhood park on most of the former
Golfun miniature golf course grounds. A proposed water treatment plant will be
developed into the grade and blended into a corner of the park. The water
treatment plant will provide a water feature, interpretive exhibits, and a
community meeting room of interest and benefit to the surrounding residents. The
remainder of the site will be serviced from a separate entry and devoted to the
headquarters fire station and water and sewer district well and laboratory
operations. A public works facility will be jointly developed with the city and
school district at an off-site location.
