The project conducted public participatory design workshops and forums involving more than 125 participants, public opinion surveys of more than 600 citizens from a storefront design studio, traffic analysis, land use development concepts, paving, utilities, streetscape, and furnishings design documents and cost estimates for the redevelopment of portions of an older downtown 6-block pedestrian mall.
The design strategy opened one cross street to provide limited vehicle access with short-term parking and customer loading activities adjacent to the prime commercial corner. The strategy also removed an existing side parking lot to create a direct linkage between the mall, central gateway intersection, and the city's historic park blocks used on weekends as a marketplace.
The public process and plan provided the impetus by which the city charter
was amended by a referendum vote to allow implementation of the redesign concepts.
