The Ebey's Landing trails plan elements linked federal, state, county, local, and strategic private lands into an integrated countywide greenway and trails system. The plans provided access to an extensive system of public tidelands along the outer shorelines of Whidbey Island, and national historic places and scenic vistas within the Ebey's Landing National Historic Reserve.
A number of the local trail proposals were implemented within a year of the plan's
adoption by volunteer groups, trail users, and an AmeriCorp Project grant.
