Bothell expanded considerably with the Stone Canyon annexation into Snohomish County and the incorporation of Interstate 405 office and industrial parks. Future projected annexations within the city's urban growth area added considerable residential development potential in the lands surrounding the original and newly defined city limits.

The existing city hall facility had been added onto and altered a number of times to accommodate expanding city hall and police station functions. The police station was recently relocated into a leased building space in an office park project along Interstate 405 in order to free space in the city hall and provide police operations suitable space.

We analyzed staffing trends, existing space and building utilization, building conditions, existing property capacity, and alternative site evaluations for the expansion of the existing city hall and police station facility for the Planning & Community Development Department. As a result of our initial building requirement projections, we issued a request-for-proposals and received 9 possible site offerings for a new city hall and police station. We developed detailed police, municipal court, and other city hall functional space requirements and configurations in order to evaluate possible building configurations and suitability of each of the offered sites.

In addition, we also conducted public forums and a mail-out/phone-back survey to determine whether alternative site issues would affect a possible referendum bond to finance the new or expanded facility. As a result of our analysis, the city subsequently acquired one of the downtown sites and conducted a design/build competition for a new police/court facility.
