The scope of work involved preliminary design and engineering program for traffic, parking, back-lot building facades, sidewalk, and streetscape improvements for a jointly funded project to improve streetscape conditions and a companion project to construct a plaza, overlook, and parking facility between the 15-block historic downtown district and Mirror Pond Park fronting on the Deschutes River.

The selected concept established a series of design improvement zones centered on the historic downtown district and a central axis along Minnesota Avenue between the river and an adjacent overlook knoll.
