Detailed architectural design and economic feasibility studies were accomplished to create a mid-block connection between the historic downtown Bend commercial district and the trails and open spaces adjoining the district's overlook with the Deschutes River. Alternative building, financial, and property rights purchase concepts were created to resolve a joint venture project opportunity between the city and the two-adjoining property owners.
The selected concept created a shared building core between the two properties
combining access, elevator, restroom, and other services to the upper floors
to reduce project costs and increase private project feasibilities.
