We conducted planning and design charrettes with 200 citizen delegates to create a detailed development vision, design and project strategies, and detailed implementation program for the continued revitalization of the 40-block historic downtown and waterfront district.

We also completed a mail-out/phone-back survey of 200 registered voters to determine their priorities, behavioral, and financial support of the 38 specific project actions that resulted from the workshop charrettes. The results indicated city households were eager to support the proposals by increasing customer participation rates, living in downtown housing proposals, and financing aggressive joint venture development projects.
